How are fees set
The State Government is responsible for setting an RTO’s tuition fees for Government subsidised courses. The tuition fee, including acceptable concessions, is documented in the Ministerial Directions on Fees & Charges. It is reviewed by the Government on an annual basis. Where Government Subsidised eligibility criteria is not met by clients, WCIG Training Services sets a Fee for Service fee. WCIG courses may also incur material or incidental fees.
How do I know if I am eligible to access a Government subsidised place?

The Victorian Government unveiled a major package of reforms to the Victorian training system, Securing Jobs for Your Future: Skills for Victoria. Eligibility for access to Government subsidised places for Certificate I-III accredited courses and for all courses at WCIG under the Skills for Victoria program depends on meeting the following criteria:
An Australian citizen; or
Permanent resident of Australia; or
A holder of a Special Category VISA (sub-class 444)
Temporary Protection VISA holders; or
East Timorese Asylum seekers; and
People whose current training is not funded under any other State or Commonwealth Government program
Aged 15-19 above and who have successfully completed year 10 or above or are currently enrolling in or completed a Foundational Category course (can also hold a Certificate I or II in any discipline) : or
If 20 – 24 years old, must not hold a qualification that is equivalent or higher in any discipline, except in a Foundation Category course, than the one enrolling into; or

If aged 25 and over:
- MUST BE RETRENCHED FROM 1 JAN 2009
- REGISTERED WITH AN EMPLOYMENT SERVICE PROVIDER
- HOLD A CERTIFICATE OF SEPERATION
- MUST NOT hold a qualification in Certificate III or higher in any discipline except in a Foundation Category course. (Certificate II is the cut off)
1. Priority Education and Training Program (PETP)
PETP courses are FULLY SUBSIDISED by the Australian Victorian Government which means it costs clients nothing and is FREE of charge if clients meet the eligibility criteria below. If clients do not meet the eligibility criteria below, Skills for Victoria (SFV) eligibility criteria applies. For clients who do not meet with either PETP or SFV funding eligibility requirements the Fee For Service cost for the course advertised applies.
The 2010 Priority Education and Training Program at WCIG funding eligibility requirements are:
An Australian citizen; or
Permanent resident of Australia; or
A holder of a Special Category VISA (sub-class 444)
Temporary Protection VISA holders; or
East Timorese Asylum seekers; and
People whose training is not funded under any other State or Commonwealth Government program
Be a NEW entrant or EXISTING worker employed in the Home and Community Care/Aged Care Industry
Aged 20 and above;
If 20 – 24 years old, must not hold a qualification in Certificate IV or higher in any discipline except in a Foundation Category course.
If aged 25 and over, can have an existing qualification that is higher than Certificate III
MUST not be apprentices or trainees
Willing to enrol and complete a Certificate III in Home and Community Care (CHC30202)
What happens if I am not eligible for a Government Subsidised place?
If you do not meet the eligibility criteria, you may still apply for the course. You will not be entitled to receive a Government subsidised place, and will be a full fee paying client and charged a non Government subsidised fee i.e. Fee for Service.
What is the Tuition fee for a Government Subsidised place?
Tuition fees are based on the Course Category of the course in which you are enrolling. The categories are Foundation, Skills Creation, Apprenticeships & Traineeships, Skills Building and Skills Deepening. The tuition fee is calculated by multiplying the student contact hours by the fee set for each category (and rounded to the nearest dollar amount). Tuition fees are subject to concessions for all accredited qualification courses at WCIG Training Services.
What is the Tuition fee for a full fee paying client?

What is a General Service fee?
A general service fee is calculated by multiplying the enrolment hours by $0.36 per hour. A minimum of $45 and a maximum of $230.40 general service fee can apply to clients. General service fees are subject to concessions for all courses. WCIG Training Services CURRENTLY DO NOT CHARGE A GENERAL SERVICE FEE.
What are the Material or Incidental fees?
Clients may be required to pay the cost of some goods or materials necessary for their course, e.g. tools of trade, computer disks, uniform and books, Working with Children’s’ Check and National Police checks. Clients will be informed of material fees associated with course at an Induction and Enrolment Course Sessions and the fees will be listed on an enrolment form.
Am I eligible for a Concession?
Clients will not be eligible for a concession if they are enrolling as a Fee for Service client in one of WCIG Training Services courses. If clients eligible for Government subsidised places in a course and are in receipt of any of the following benefits or pensions (or their dependant children or spouse) clients will be eligible for full concession and be charged the minimum tuition as listed on the fees table below:

Health Care Card
Pensioner Concession Card
Veterans Gold Card
Clients claiming concession, will need to be able to produce evidence of eligibility (ie: Health Care Card) at the time of enrolment otherwise full fees will be charged. Clients are advised to contact Centrelink prior to enrolling to determine if they are eligible.
These concessions do not apply to the Tuition component of the fee if the client’s tuition component is being paid by a Commonwealth Government Agency or as part of a Commonwealth program or initiative. As part of the Government’s commitment to ensuring that Indigenous clients continue to gain educational qualification, Indigenous clients are levied at the minimum tuition fee and general service amount across all Skills Reform categories.
Is there Goods & Services Tax (GST) associated with my fees?
Tuition fees are exempt from GST for all accredited courses. GST will apply to certain material fees where tools, safety equipment and other items are included in client fees.

VET FEE-HELP
What is VET FEE-HELP?
VET FEE-HELP is an Australian Government loan scheme for the Vocational Education and Training (VET) sector which is part of the Higher Education Loan Program (HELP).
Who is eligible?
An eligible client (for the purpose of VET FEE-HELP)
is an Australian citizen or permanent humanitarian visa holder who will be resident in Australia for the duration of the unit of study in which they are seeking VET FEE-HELP assistance;
is enrolled in a Government subsidised place or is a full fee paying student who remains enrolled in the unit at the end of the census date;
meets the tax file number requirements;
has completed, signed and submitted a valid request for VET FEE-HELP assistance form for the unit or the course of which the unit forms a part, on or before the census date; and
has not exceeded the FEE-HELP limit.
What can you get a loan for?
Eligible clients can get a loan to cover their course fees if they are a full fee paying student, or to cover their tuition fees if they have a Government subsidised place.

WCIG Refunds
Short Course Refunds
WCIG Training Services will only consider providing a refund when a legitimate reason for cancellation of enrolment has been provided. Requests for refunds will only be considered if the request has been made more than 7 days prior to the course commencing.
Full Certificate Accredited Courses
WCIG Training Services will only consider providing a refund when a legitimate reason for withdrawing from the course has been provided.
Requests for refunds must be made to the WCIG Training Services Coordinator:
Prior to 7 days of course commencing will receive 100% Refund;
Within 7 days of course commencing up to 50% Refund.
Refunds will be considered at the discretion of the WCIG Training Services department, and the amount of the refund will be dependant on the amount of units that have been completed / will be completed, or, the units that have been cancelled.
